A Supportive Path to Learning and Personal Growth
VC Learning ARC, Inc. is an educational and personal development organization serving teens and adults ages 14 and up. Our focus is to help individuals strengthen their education, build confidence, develop life skills, and find a sense of direction. We provide supportive programs for underserved, underprivileged, and recently released individuals who need a stable, encouraging environment to work on themselves. Our approach is hands-on and community centered. At VC Learning ARC, we believe progress happens step by step. We guide participants through GED preparation, personal development, life skills training, resource navigation, and career or apprenticeship pathways. Every person is supported with care, structure, and the tools needed to create long term stability.

Meet Our Founder
Valerie Clarke created VC Learning ARC, Inc. from a place of deep compassion for the people in her community. Born and raised in New York City later relocating to Maryland, she saw how many individuals struggled with unfinished education, limited support, and life challenges that made it hard to move forward. She felt called to create a safe space where people could learn without judgment and rebuild their lives with confidence. Before founding VC Learning ARC, Valerie worked for the government in Washington, DC for twenty years, with the last five years being in the Department of Child Support where she witnessed the impact that instability and lack of resources had on families. She went on to work in Admissions and Student Affairs at Johns Hopkins School of Medicine, where she saw the power of guidance and opportunity. Both experiences strengthened her belief that people thrive when they receive support and real chances to grow.
In 2008, Valerie formed VC Learning ARC as a support hub for teens and adults seeking a new start. By 2012, the organization became a 501(c)(3) nonprofit and began partnering with Baltimore City Community College, St. Bernardine’s Head Start Center, Harlem Park Recreation Center, and other organizations to bring GED preparation and personal development directly into neighborhoods that needed it most. Valerie has spent years walking door to door, making calls, recruiting students, and standing beside individuals on their educational journeys. She created the “Walking Together While Rebuilding Our Lost” framework to help people grow mentally, emotionally, and academically one step at a time. Today Valerie continues to lead VC Learning ARC with the same heart she started with. A heart for education, compassion, and helping individuals see their worth as they step into a stronger and more purposeful future.
